Today, the dual education system is one of the most effective forms of technical specialists training. This format allows you combining theory and practical assignments in the educational process. For an enterprise it is an opportunity to train personnel, reduce the costs related with the search and recruitment of workers, their retraining and adaptation. For students, this is adaptation of graduates to real working conditions and a high chance of successful employment in their major sphere after graduation. Aimingn to update the content based on the requirements of employers, modular plans and programs have been developed for 246 specialties, the content of which has been agreed with employers. Colleges have the ability to change up to 50% (with dual education up to 80%) of the content of the modules taking into consideration requirements of employers. However, not all educational institutions use these opportunities today. However, experience has proven that the employers involvement in personnel training remains low due to the high degree of overload of educational programs with general subjects (further as GS) that take more than 30% of the entire educational program. Despite the difference in the volume of GS in Vocational Education and Training (VET) (1448 hours) and in comprehensive schools (2652 hours), the percent of the general subjects at VET level remains overloaded and not helping in acquisition of professional skills. In this regard, integration of GS academic hours in favor of a professional training module and professional practice is under discussion.
For reference. In April 2011, the President of the Nation gave instructions for the creation of a network of world class colleges. In this connection, the Kasipkor Holding was founded, which is a national company for the creation of fundamentally new colleges and the transmission of experience across the entire VET system. In March 2013, the first project of the Holding was launched – APEC PetroTechnic Higher College LLP. College students study in English. An important point is the nature of education. For this purpose, the college is equipped with modern equipment, which is used by foreign and domestic companies operating in Kazakhstan. The workshops of the college re-create production processes corresponding to the actual ones in the Oil & Gas industry. Currently, the college has 858 students majoring in: Drilling Oil and Gas Wells and Drilling Technology, Operation of Oil and Gas Fields, Power Supply, Technology of Oil and Gas Production, Technology of Chemical Engineering, Technology of Instrumentation Engineering. Average percentage of work placement of graduates is 90%. 54 teaching engineers are involved in the educational process: 9 senior teachers, 25 teachers, etc. Masters,
PhD’s, PhD associated – 18 people. Over 90 trilingual teachers conduct Safety Courses for the Tengizchevroil LLP Future Growth Project. During one year of joint work, APEC instructors trained about 40 thousands oilfield workers. Moreover, from September 2018, the college began to train and evaluate trade specialties (welders, carpenters, pipe installers, etc.) for the same TCO project. The APEC teachers acquired direct accreditation from the international center OPITO. This accreditation allows independently conduct internationally recognized courses for the oil and gas industry.
MATERIAL AND TECHNICAL FACILITIES
A Chevron social project life skills and STEM that teaches young men has moved its laboratory to the APEC late December 2018. Unique computer classrooms equipped with a 3D printer and the latest software – all this will be available to our students. In general, the college is presents itself as an educational hub for the oil and gas industry and invites training centers, which operate at many private companies, place their equipment in the college, and thus improve its material and technical facilites.
Together with the Consolidated Contractors Company a Center for Vocational Training for the unemployed of the Atyrau region was organized. CCC at APEC facilites with the participation of APEC instructors conducts training in 5 trades: Electricians, Welders, Carpenters, Pipe Fitters and Scaffolders. Up to 25 people study in each group. Every 2-3 months is new groups are formed. In total under this program about 500 people were trained. 87% of them were employed by the CCC, 96% acquired new professions and state certificates.
